All the comments about RRT3 v RRT2 prompted me to try creating a map with zero cargo flow, it can be done.
Set region 00 (the whole map) to zero industry growth & zero building growth. This prevents those odd houses growing in the middle of nowhere.
Use only lakes for water. Definitely no rivers.
Create all your cities with zero industry but normal building growth to whatever you decide.
Place all industry using events and the "within radius of" option ensuring the ones which a city will demand are at least 30 cells from the nearest city.
It's laborious but it does work.
Experiment is ongoing

Yeh but I waste too much of it, at least that's what "She who must be obeyed" says.
I suspect I'm not the only one who has trouble actually completing anything, I should retreat to an isolated cave with a lap top & only one map loaded.

.....I should retreat to an isolated cave with a lap top & only one map loaded.

Which one would it be?

The one I should have completed a long time ago
This cargo flow thing is hard to beat, if you place the source far enough away to prevent the flow it takes well over a year for the early trains to reach a town. I'm experimenting with strategically placed hills now.

The easiest thing to do for this kind of map is, use all small islands.

Maybe you could reduce the building cost for bridges in the first years.
