Coast to Coast map: I don't get it

I tried the new Coast to Coast scenario, choosing to connect the southern route from east to west. I connected Miami to Tampa but when I tried to go into the Heartland States I was told I could NEVER purchase rights to lay track across them. Can someone explain how this scenario works? Please.

If I'm right, you have to pile up industry profits. Lifetime profits from industry will unlock the remaining territories.

I think the first territory opens after $2.5 million; I don't remember the other amounts but i think they are given in the ledger.

I'll work on that; thanks. I guess it means building the rail business up and down the east coast and then moving west. We'll find out.
