For anyone interested, I made a short video of a test setup for the 1 mph crawl. I took the Rhodes Unfinished map, leveled the area around Dodomo, got rid of all extraneous stuff on the map and placed several short rail lines and stations. The video can be downloaded at:

The saved game map with all single tracks can be had at:
http://www.msu.edu/user/bowlby/rrt3/Rhodes1B.zip
and a map with varying amounts and placement of double track (from which the video was made) can be had at:
http://www.msu.edu/user/bowlby/rrt3/Rhodes1C.zip
The Rhodes1C map displays some interesting and surprising features of the area around Dodomo in this map. The most surprising was the inability to place a station at the right end of Track 4. This is where the original station stood, and for some reason, the ground there is "cursed". The grade is flat and a station should be allowed, but is forbidden!
Also, the extent of area plagued by the crawl is quite large, but only seems to affect East-West tracks and not the North-South track (Track Eight), or the spur off of Track 7, which diverges by about 30 degrees from the East-West line.
Some interesting observations made with Rhodes1B, which has only single tracks and identical engines with stations all spaced evenly, are that E-W trains travel faster than the N-S train, and if you let it run long enough, the trains will not all show the same speed. I've set oil, water, and sand usage to -1000% and disabled crashes and breakdowns, so you can run the trains for a long time. Also given the company enough cash to keep it going for several years.
Feel free to experiment with the maps and perhaps post results or send notes to Phil. I hope they're serious about fixing this.
