How To Create Cities

I have been playing RT3 for years and now want to build maps. All went well till I wanted to make cities on my map. The manual does not say how to do this. When come to the page to create Regions and cities, all I can do is regions. How do I create cities? Can anyone help?

In the editor, first make sure you are where you want to place a city. You will have better placement if you are looking straight down. Easier to do that first.

Next, select the Build Stations tool, then go over to the right and select the Place a non-station building tool. It's the one in the bottom right below the wrench with dots and lines, a bullet chart if you will.

Now the FUN part, you have to scroll to the top because the <<Add a city>> selection is second from top. That brings up this pillar with a house on top which is where city will be locked next time you left click.

That will bring up a dialog box where you can type in the city name. Select OK and POOF, you got a city!
