Merry Christmas everyone!
After searching the dozen or so RT3 fan site forums (why can't we all just use one forum :x SHEESH!) I could not find any information on earthquakes.
I have been working on a map of Japan now for over a year (wife and I just had our first baby Girl on Dec.22nd...thank you very much) and I am finally coming to the end!
The final touch for the map is adding in a random earthquake generator. I would like to have the possibility of a major earthquake anywhere on the map at any time. The thing is I am not so good in the editor when it comes to complicated events.
Is there a game variable/earthquake guide somewhere? Or does anyone have a step by step?

Congrats on the newborn and Merry Christmas to you and family.
I have a son who was born on Dec. 26.
It has been a long time since I put an earthquake on a map.
If I remember correctly, I used the random trigger that comes up when you start a new event. You can change the 1 in 10,000 to 1 in 1,000 or whatever you want random to be. I would put the quake inside of a territory; otherwise too much damage is done to the map. Unless you have a small island, earthquakes are territorial.
(Use random trigger with) and territoryID=xx
use the earthquake effect.
I'll look up the above to make sure I'm remembering correctly.
From what I remember, the earthquake effect generates sound and the screen shakes but no damage occurs. For damage, you need to specify an area and use the 'Destroy' effects in the event editor.

I believe EPH is correct.
The earth quake I created did enclude other effects that removed track etc within a territory or a number of territories.
I don't think earthquake was an effect in early versions of RRT2.
The earthquake effect merely shakes the screen and makes noise. You need random timing and random location. You must make territories, perhaps invisible ones, to which the effects can can be applied.
Check out the famine events in Warming Trend at JayEff's Scenarios (http://www.railroadtycoon.info/users/JayEff.php). This group of events works very smoothly. There is a chance that the famine will continue in subsequent years, generating a different headline. You can use this event structure to generate after-shocks if you like. Just add an earthquake to the effects, change the headlines, and change the damage to suit.

Thanks for all the replies guys! Thanks for the congrats as well. Just brought baby Grace home from the hospital today, so I may not have much time to work on the map...on the other hand I may as I won't be getting much sleep!
